  • Adaptive schedule: silence 23-07, morning briefing 07-09, 09-19 high-priority only, evening recap 19-22
  • Consume queue batch → LLM correlation prompt → notify/defer/discard output
  • High-priority bypass path
  • All decisions logged to Telegram audit channel
